Yes its possible and you can connect to your server through Tor with proxychains.

RDP by default uses udp. If udp connections is disble, RDP using tcp automatic.

You can make RDP over Tor. Buy raspberry, setup Tor router (you can find manuals on the internet) and connect to Tor router and you can make RDP from Tor connected computer.
