Is there a tool similar to socradar.io/labs that allows you to check a domain without requiring access to an email address associated with that domain?
For instance, if I want to download a report for facebook.com, I need to have an email address ending with @facebook.com

Time ago I would have recommended you "pwndb", unfortunately the service downed when Tor migrated to v3
Did you try non-free database searchers like dehashed, intelx or snusbase?
