Does anyone know of any 100% free SMTP service or VOIP service for viewing text messages. it should work with any mobile app or website and send me a verification code

there's plenty of these ones on the internet, just search "online sms recieve"
a lot of sites will block free ones, be aware of that though

By design, there are several services (for examples banks, other financial institutions, google, and others) which will not send verification codes to CLEC DIDs (see: VOIP). Perhaps you would be best to seek an alternative solution?
